Hi Cheesy. Going through all the posts in cultivation but. To answer your question

No you don't want UV any where near them. In fact it degrades Salvinorin A rather quickly. Low luman shop lights 6,500k or more. You can pick up the T8 model standart shop lights for no more then 15-16 bucks.

Something I have learned is it takes more than just a CFL bulb to grow salvia. The spectrum of light on a "soft" or "white" light is wrong. It works best with a "daylight" bulb. I had a regular 26 watt CFL that did next to nothing for my plant for almost 30 days. I have had 2x 27watt CFL daylight bulbs on my plants and they have started actually growing for me. The only difference was the spectrum of light I used. Good luck growing to you.

IMHO, a blacklight is a waste of money and electricity, and simply isn't needed.

I'm now using this lamp (note the Hydrofarm brand name is pricey and you can find similar Daylight type CFLs at hardware stores and ebay for less $)

It works like a charm in my 2' x 4' garden and is very economical compared to lamp fixtures that constantly illuminate the whole garden.  One lamp is covering 8 square feet and will cover 12 square feet if I use the whole 6 foot length of the rail.  The lamp is mounted in the reflector with a standard lamp socket and lamp repair parts, and two 2" diameter 1/4" plywood discs.  The center of the lamp's light output is positioned at the focus of the parabola.
