Does it make sense to use CFL lighting on an outdoor plant that is in the shade?

Yes if you are just trying to supplement it. This could also be done to stop the plant from flowering, since Salvia flowers with 12 hours of light or less. Make sure the bulb is a "daylight" bulb and not white or soft light though. These spectrum's are wrong and do not give the plant all it needs to grow. If your plant is placed in a good spot outside though, you should not need supplemental lighting.

If your asking if shade is bright enough to grow Salvia without any additional light then the answer is yes most certainly. These plants will grow very quickly in shade alone. No light is needed unless you are trying to extend the hours of daylight as black8teen mentioned.

Here is a thing to look at for that question. This is redlab's outside grow log. Read to the second page and look at the picture of his inside plant next to his outside plant.

He has a picture of a plant gown outside vs. a plant grown inside. You be the judge on if he screwed up somehow. The outside plant is definitely bigger, and he got them close to at the same time I believe.

You've probably seen this before....too much shade makes sickly plants ( plants to right side are  dark shade grown, filtered outside light to left....shade plants went ntus with better light)... I STILL havn't learned this lesson, but sometimes you gotta stash the dang plants SOMEWHERE!!!
