Here are some new photos. Leaves are pretty big but also still curly. I'll think of repoting it later when all leaves are healthy. There is also new growth, so i think its not yet root bound. Although many tiny-tiny leaves grow from all over the stem they are big only at the top for some odd reason

Two branches emerged from the top and salvia leans towards one side. Could a cutting be made from one of those later?

Mine has the same problem. Its about the same size, but the stem is a not nearly that long. Its also been developing growth towards the bottom lately.
I don't really wanna buy any artificial lighting, so I'm hoping it will be better when summer comes.

it should be better in the summer if you have her outside, the wind and overall higher light volume will help to promote laterall branching, she will however simply continue to do that(grow at the top) due to auxins and all that, try checking out archgenicals pruning guide.

this is dangerous but once spring has fully set in, you can defoliate the plant, meaning remove all leaves and top section growing tips this will flush the auxins throughout the "body" of the plant, but is very stressfull and should only be done on a very healthy plant

Im not very experienced with growing salvia but sometimes over caring for the plant stresses it out ive noticed. 1 only water when the plants start to droop 2 you said you werent using any fertilizer you might try using some fertilizer every 3rd to 4th watering at 30 to 50 percent recommended by  your fertilizers mixing instructions. 3rd when you mist your plant only lightly mist the plant once or twice a day and when you go to sleep at night mist the inside of the humidity chamber and not the plant its self and try to acclimate it to warmer drier conditions 4th dont seal your humidity tent the plant like anyother plant needs air flow as well if its sealed you increase the chances of molds n things devloping on the plant 5th you possibly could be overwatering even tho the soil might dry out on the surface it could be very wet near the bottom of the plant scratch down about 1 inch in the soil near the outside of your pot of its still most in the soild below that dont water heavy just mist the top of the soil till it LOOKs wet but not to the point where it is like a sponge dont water it for about 4 days but just mist the plant 2 to 3 times a day and make Sure that there is air flow around the plant it needs air for sure. like i say if your stressed about your plant give it a few days off like your self would need a few days off mist it but bring the humidity down in the tent so it gives the soil a chance to dry out nearly to the bottom.

sorry one more thing if your using tap water this could be a problem as well you might have too much salts in your water I suggest using distilled water that you buy at the store not reverse osmosis which would still be better but has almost as much salt as your tap water would have. reverse osmosis filters out bacteria but still leaves a high percentage of salts in the water try that after the soil gets a chance to dry out some.

If you wait till your plants droop to water your slowing growth (maybe minimally, but it is decreased). This is because your putting your plant into water stress. Ideally get your watering schedule down to a schedule. Figure out when your plant wilts and water 1 day before that if you want to keep consistent/optimum growth at all times. Also be aware that changes in relative humidity and temperature should also be reflected in you watering schedule.

Hi, everyone. I have repoted my salvia and got rid off the humidity tent. The growth hastened at once. This plant had never had this many leaves before. Of course some of the older leaves very stressed and some were dropped but the new ones seem to be healthy, despite low humidity and now grow very rapid. I started to use only distilled water, spray the plant about 2-3 times a day and water it once a week. There is still almost no lateral growth but a few days earlier i found a pleasant surpirse - small baby salvia growing from of the root of my old plant!. The thing is awesome, it grows very fast. Here are some pics

I started to use some standart house plant fertilizer from this day, want to see if it helps with the lateral growth.  Also bought a new CFL bulb -
