is this a salvia plant? it is growing off the root system.

It looks to have grown from any random seed, not as a sprout from your Salvia root system. Probably a general weed. Look closely and I bet you will find it is not part of your Salvia roots system, but instead possibly tangled in it. When Salvia grows sprouts it doesn't have the two little unformed leaves like yours does. Salvia will pop above the soil with the regular serrated edge leaves. Also your appears to have a red stem which is not like Salvia at all.
But that is just my interpretation...

It might be a clover.
Leave it be until you're sure it is not.
Clovers are beneficial because bacteria living in nodes in their roots fix nitrogen in the soil as organic compounds: and thereby FERTILIZE both the clover plants and anything tangled with them. I let clovers grow in my pots and am thinking about SOWING clover seeds in my pots deliberately.
My plants give a thumbs up to the Idea so I'll look for seeds ...
