So, say, as a Canadian citizen, I was shipping Salvia to a person in a US state where the substance is classified as a Sched1 drug...

I'm assuming that, if stopped at the boarder, the envelope would be confiscated and that's potentially it. The receiver could deny ever asking for it to help absolve themself from any possession related charges.

What about the shipper?

 Think about this too, say you are sending to someone in the states where it is legal. Well, what happens if the mail stops in a state for sorting but that state it is illegal. Does this open up another Pandora’s box too?

I can't give you much insight besides the fact that I ordered my Salvia plant from Richter's in Toronto and it came across the border just fine into Michigan, but I live in a state where it is still legal. The box was clearly marked with what was in it and there weren't any problems. I don't know what would happen if you were sending to a state where it is illegal though. Remember that Salvia isn't illegal at the Federal level, only the state levels (and sometimes only local ordinances within a state where it is legal) so I believe there would be no Federal offense.
