I whole heartily agree, I encourage it as well. The fine is very good deterrent.
An old professor once said "We all know that teenagers drink, smoke, and do what ever else they want to do. It's up to them if they want to come to class, and it's not my duty keeping them in here; if they choose to party, it's their choice. ... He makes a very good point, I was using Salvia when I was 16 and 17: Some people think that this is a bad idea: but I acted a lot more responsible using it than anyone that I know who ever uses substances.
I have always used the 'moto' that substances should be respected, and I believe anyone who is mature enough should be freely available to use it. Considering that I agree with my old chemistry teacher: I doubt that anyone in that 5 years difference will EVER get caught in New Mexico, California, or Maryland with Salvia, it might happen, but I doubt it.
